This council aims to promote peace, freedom and development in the world. The maintenance of peace and security is ensured through collective action. In international diplomatic relations, security is ensured by the state defense and alliances. It brings them to face the other (the declared enemy or potential). The United Nations does not distinguish between us and others. Security is provided by all against each, if he comes to break the common standard.

Impartiality is essential to preserve the consent and cooperation of the main parties.
